Yes, Arthas = Lich King (because he defeated the Lich and his sword became infused with the Lich's evil aura, and the sword is "talking" to him and telling him to do the "right" thing)

Arthas went nuts at Stratholme, and was lured by Mal'Ganis to Northrend where he and Muradin found Frostmourne. When he took up the sword it ate his soul, and the Lich King (Ner'zhul) started talking to him. In the events of the The Frozen Throne expansion, Illidan's antics damage the Frozen Throne and Ner'zhul demands that Arthas return to Northrend to prevent his destruction. Arthas plows through Illidan's forces at the base of Icecrown Glacier and once he reaches the top, smashes open the block of ice the Burning Legion had encased Ner'zhul in and takes the helm. When he does so, Ner'zhul and Arthas fuse into one being, the Lich King.
